Leonard D. Crouse, CFE
“Captive King”
Leonard D. Crouse, CFE, was appointed Vermont’s Deputy Commissioner of Captive Insurance in May of 2003. Prior to his appointment as Deputy, Len was the Director of Captive Insurance since May of 1990. Len was responsible for the administration and regulation of captive insurance companies and risk retention groups. He had a staff of 21 employees who were solely dedicated to the administration and regulation of captive insurance companies.
Len has been involved in insurance regulation for 30 years. Prior to working for the Department, Len served as Chief Examiner of the Property and Casualty Division of the Massachusetts Insurance Department.
Len is a member of the Society of Financial Examiners and holds the designation of Certified Financial Examiner. In addition Len has served on various committees and working groups representing both Vermont and Massachusetts at the National Association of Insurance Commissioners (NAIC).
Len has written a number of articles for various trade publications on the subject of captive insurance.
He is an avid golfer, a father of two, and resides in Berlin, Vermont

decades of experience in captive management. Most recently CEO of
Marathon Health, Guy was the Regional Executive Director for Willis'
Captive, Actuarial, Pooling Solution (CAPS) division for a dozen years,
helping to establish an international consulting network with 14
offices in the U.S. and Caribbean. Prior to joining Willis, Guy served
as the Director of Financial Services to the Vermont captive insurance
industry for KPMG Peat Marwick and was a Director of Tax Services for
Ernst & Young.
